The situation is comparable to Ontario, where private operators have been required since 2022 to register with the AGCO and enter into an operating agreement with iGaming Ontario.
Ontario and Alberta Lead the Way in Canada
Ontario became the first Canadian province to introduce an open and competitive regulated iGaming market involving private operators on April 4, 2022. Alberta became the second province to adopt a similar model on July 13, 2026.
This does not mean that online gambling is unregulated elsewhere in Canada. Several other provinces operate their own government-run gambling platforms. The key difference is that Ontario and Alberta have chosen to bring private operators into a provincially supervised market.
Other provinces could eventually consider a similar approach. The model offers several potential advantages: stronger oversight, greater player protection, increased competition and a larger share of gambling revenue remaining within the local economy.
